Some of the arrangements are expected to be effected by this arrangement; but the principal object has been to afford greater accommodation to the public by providing several offices, centrally situated, where all postal duties, whether appertaining to postal or social correspondence, will be performed. And also to curtail the time occupied in the distribution of letters by employment of the double series of offices.

Further, in the agreement which we have made, we have come to an understanding with the Municipal Council as to the class of letters which shall form the proper object of revenue to the Post Offices. Hitherto, letters for Ningpo, for the ports in the Yangtze River, and for the ports in the North, have been forwarded indiscriminately through both the British and Local Post Offices, although principally through the latter; this involving the necessity of each Office making up a mail for the same place, and for conveyance by the same steamer.
